The promotion of the State Intellectual Property Office shows that China is taking intellectual property more seriously
Innovation has become an important driving force for global economic development, with technological advances such as artificial intelligence, big data, cloud computing and blockchain paving the way for a new wave of innovation in the digital age and a wave of innovation in deep science.
Intellectual property plays an important role in promoting industrial upgrading, creating jobs, attracting investment and enhancing business competitiveness. Therefore, the new round of State Council restructuring has reorganized the State Intellectual Property Office of China from the State Administration for Market Regulation into an organization directly under The State Council. This is an important step towards enhancing the strategic position of intellectual property in China in the future, promoting high-quality development and expanding opening-up at a high level.
The promotion of the State Intellectual Property Office aims to improve the intellectual property management system. Under the reform plan, patent and trademark confirmation will fall under the responsibility of the State Intellectual Property Office, while enforcement will remain with market regulators. The plan clarifies the responsibilities of the two departments and will strengthen the protection of intellectual property rights as a whole. The two departments will work together to protect intellectual property rights and help build China into an intellectual property power. The China Office of WiPO welcomed the adjustment and believes that the institutional reform will comprehensively improve the level of intellectual property creation, application, protection, management and service in China.
China's achievements in innovation have attracted worldwide attention. In 2022, China ranked 11th in the World Intellectual Property Organization's Global Innovation Index, up 23 places from 2012, and remains the only middle-income economic entity in the top 15. With nine of the 81 innovation indicators ranked first in the Global Innovation Index, China is already a world intellectual property power and a leader in global innovation. In the Outline of Building an Intellectual Property Power (2021-2035) and the 14th Five-Year Plan for the Protection and Application of National Intellectual Property Rights, China has set out to build an intellectual property power with Chinese characteristics and at a global level. These achievements also show the efforts China has made to achieve this goal.
